Project Overview

Working with three coastal counties, we developed an integrated disaster response framework that coordinates resources, communications, and operations across jurisdictional boundaries. The comprehensive planning process brought together emergency management agencies, first responders, utility providers, and community organizations to create actionable protocols that significantly reduce response times and ensure federal compliance from day one.

The Challenge

The region faced fragmented planning approaches with each jurisdiction operating independently. Previous disaster responses revealed critical gaps in coordination, communication, and resource sharing. Federal compliance requirements were inconsistently understood and applied. The counties needed a unified framework that respected local autonomy while enabling seamless regional coordination during large-scale events.
